In Costa Rica, the patent office grants software patents. This may be related to a "Free Trade" treaty signed (in 2009?) with the USA.

Costa Rica prohibits patents on "programs for computers as such":[1]
2.- Para los efectos de esta ley no se considerarán invenciones:
a) Los descubrimientos, las teorías científicas, los métodos matemáticos y los programas de ordenador considerados aisladamente.
This is thus similar to the situation in most European countries.
