"Manner of manufacture"

From the bill's explanatory note:

The term “manner of manufacture” is carried over from the Patents Act 1953 and has been interpreted by the courts to exclude such things as “products of nature”, mere discoveries, mathematical al­gorithms, mere schemes or plans, and methods of medical treatment of humans.

This mentions mathematical algorithms. Software is usually not much different from a mathematical algorithm. Could that be used or extended?

DNA

I'm currently too busy with deadlines and about to leave the country temporarily, but I'm seriously concerned about whether the act addresses the issue of DNA patents? Which, in my opinion is just as important as software, patenting sequences that already exist in life == just wrong.

Also, it might be a way to drum up support from other interested parties.

Can this be done by a foreigner? I ask because this official submission is hard work. So it would be nice to tell if we, who are not citizen of New Zealand, are able to submit.
